# Property valuation for expats in Rotterdam: build a clear Dutch file

## Dutch terms worth translating

**Taxatie / valuation.** A commissioned opinion of value for a stated purpose and date.

**Waardepeildatum / valuation date.** The moment the report assesses. A later market change does not rewrite an earlier opinion.

**WOZ-waarde / WOZ value.** A municipal value for public tasks. Rijksoverheid says the value date is 1 January of the previous year.

**VvE / owners’ association.** The association and its records matter for an apartment. Read the reserve, planned maintenance and decisions.

**Erfpacht / ground lease.** The tenure terms can affect the property file and should be supplied to the appraiser.

**NWWI-validatie / NWWI review.** A check of a report and appraiser against NWWI review requirements. The lender still makes the mortgage decision.

Write the Dutch term exactly as it appears in the document. That prevents an English summary from hiding a date, condition or legal assumption.

## Prepare a bilingual file

Put these items in one folder:

- purchase agreement or the reason for the valuation;
- address, property type, tenure and ownership position;
- floor plans, measurements and alteration notes;
- ground-lease and VvE papers where relevant;
- permit or planning information;
- energy label and known defects;
- lender instruction, recipient and deadline;
- your questions with document page references.

Ask for explanations in writing when a translated phrase could change the decision. A short glossary is useful; a translated document is not a substitute for a certified translation when another party requires one. Record the label date against the <a href="https://www.rijksoverheid.nl/themas/klimaat-milieu-en-natuur/energielabel-woningen-en-gebouwen/energielabel-woning" rel="nofollow">energy-label rules</a>.

## Check the property context

Rotterdam property files can combine private documents with public rules. The <a href="https://www.rijksoverheid.nl/themas/bouwen-en-wonen/omgevingswet/omgevingsloket" rel="nofollow">Omgevingsloket permit rules</a> describe when a planned project may need a permit or notification. Describe an unresolved permission as an assumption.

Rijksoverheid says an energy label is valid for 10 years in the situations covered by the rules. Record the label date; do not treat the label as a complete value opinion.

For an apartment, request the VvE meeting decisions, budget, reserve position and planned maintenance. Rijksoverheid says an association must reserve for major maintenance; without a multi-year maintenance plan, the fallback is at least 0.5% of the building’s rebuild value each year. That is a reserve rule, not a market-value calculation.

## Connect the report to financing

Ask the lender which report it accepts and whether NWWI review is required. Rijksoverheid says a mortgage can generally be no more than 100% of the home’s value, alongside income and debt rules. The valuation addresses the property-value question; the lender assesses the full application.

NHG’s 2026 standard limit is **€470,000**, rising to **€498,200** when extra borrowing is tied to energy-saving measures under its conditions. These are NHG product limits, not a personal borrowing promise.

In an NHG physical-report context, NHG says the report must be made independently, validated by an accepted institute and be no more than six months old from the valuation date. Ask the lender for its delivery rule and keep that date beside the report.

## Where translation is not enough

A translated term cannot resolve a mismatch between the purchase agreement and the report. It cannot decide whether a renovation has permission, whether a VvE approved work or whether a lender will accept an appraisal. It cannot turn an estimate into a current valuation.

Use a three-column note:

- Dutch wording;
- plain-English meaning;
- person or organisation that must confirm it.

Add the document page number and date. If the property, recipient or purpose changes, update the question rather than copying the old translation.

### Can an appraiser write in English?

Ask the appraiser and intended recipient. Confirm whether the lender accepts an English-language report or requires Dutch wording.

### Is WOZ the same as market value?

No. WOZ has a municipal purpose and previous-year reference date. A private valuation has its own assignment and date.

### Does an energy label prove the value?

No. It records energy performance for its validity period. A valuation also considers the property, evidence, purpose and date.
